Santa Rosa was once a quiet agricultural town with a colorful history that dates back in 1792. The town today enjoys the status of a major growth center in the Southern Tagalog Region particularly in the CALABARZON area. The rapid pace physical and economic transformation took shape in the 1980's with the opening of the South Luzon Expressway. This led to the entry of electronics and automotive companies in the global market in our premier industrial estates as haven to high paying, value added and knowledge based jobs.

In the coming new millennium, Metro Sta. Rosa aim to become a world-class urban center, a humane and dynamic complement to Metropolitan Manila. Its natural endowment of abundant sweet potable water, mild cool climate, clean fresh air, lush vegetation, clear blue sky and plentiful open space, supplemented by an excellent social infrastructure facilities and utilities, are its unique comparative advantage. With a very stable peace and order condition, the town is an ideal residential place for the good life, wholesome family rest and recreation as well as religious and cultural activities.

The Investment's Priority Program since the year 2001 and beyond, are focused on the following: a) improving the quality of life of the people, b) expanding and upgrading the infrastructure facilities, c) strengthening the local economy, d) protecting and conserving the natural environment, and e) revitalizing the local governance system, among others, the vital components of the 15 point human development agenda. To guide Sta. Rosa government in their long term development, they have crafted the Comprehensive Land Use and Development Plan up to the year 2015 with guidance from the consultants of the World Bank and NEDA.
